Washington State is developing the Washington Youth Sexual Health Plan. This
includes implementing a PREP grant. This website focuses on preparing the PREP grant plan. The grant opportunity was
created through the new federal Health Care Reform legislation. The purpose of the grant is to provide youth
between the ages of 10 and 19 with comprehensive sex education and life skills that will enable them to make
responsible decisions, and lead safe and healthy lives.
On March 23, 2010, the Patient Protection and Affordable Care Act (Health Care Reform Act) became law. Section 2953
of the Act added a new section to Title V of the Social Security Act authorizing PREP. The program is administered by the federal Administration on Children, Youth and Families, and provides $45 million per year through 2014.
On August 17, 2010, Governor Gregoire designated the Department of Health as lead agency to apply for and administer the PREP grant in Washington State.
The "personal responsibility education program" is designed to educate youth on:
- Prevention of pregnancy and sexually transmitted infections, including HIV/AIDS; and
- At least three of the following adulthood preparation subjects:
Healthy relationships, such as positive self-esteem and relationships dynamics, friendships, dating, romantic involvement, marriage, and family interactions.
Adolescent development, such as the development of
healthy attitudes and values about adolescent growth and
development, body image, and racial and ethnic diversity.
Financial literacy.
Parent-child communication.
Educational and career success, such as developing
skills for employment preparation, job seeking, independent
living, financial self-sufficiency, and workplace
productivity.
Healthy life skills, such as goal-setting, decision-making, negotiation, communication and interpersonal skills, and stress management.
