Grant Programs

Every year many agencies and organizations, including the Department of Homeland Security, make grant money available to individuals or groups to develop valuable programs, fund equipment or provide assistance after disasters or other emergencies. Knowing where to look to find grant opportunities in a timely manner and understanding how to write good grant proposals are both essential components in any successful effort at taking advantage of the millions of dollars being made available. This page contains some suggested sources for finding federal grants as well as resources that can help educate or clarify the grant writing process.

Where to find Homeland Security related grants

Federal Emergency Management Agency (FEMA)

FEMA award grants to fire departments to help enhance their ability to protect the public and fire service personnel. This Web site describes the three types of grants available and offers resources to help fire departments prepare and submit grant requests.

  • Some grants are only made available after a major disaster or emergency. This Web site provides grant information organized by audience and disaster type. More information on Grants administration.

    Homeland Security

    Open For Business centralizes information to let every business in America know how to work with the Department of Homeland Security. Designed to assist the business community, we include links to contracts, grants, small business opportunities, research and development and contacts.

    The Homeland Security Grant Program funds can be used for preparedness planning, equipment acquisition, training exercises, management, and administration purposes. This Web page provides an overview of the program.

    Department of Health and Human Services--Grants and Funding.

    This Web page provides users with links to Web sites where information on Health & Human Services  grant information (GrantsNet) and opportunities (Grants.gov) can be found. Opportunities for grant and funding sources for Small and Disadvantaged Business Utilization  loan programs and Federal Business Opportunities are included.

    GrantsNet is the first stop grant seekers should make on the Internet to learn about how to access resources at the Department of Health and Human Services (HHS). Through GrantsNet, the public can link to the grant offices of the 11 Operating Divisions that comprise HHS, such as the Centers for Disease Control and Prevention, the National Institutes of Health, and the Administration for Children and Families.


    The Web site is a compendium of Federal programs available to state, local and tribal governments. It contains a database of federal programs available and the corresponding institutions that administered grants and other assistant programs available for funding these programs.

    This Web page provides links to GPO resources for new, proposed and amended regulations concerning grants and awards. Additionally, it links to Congressional bills, hearings, and other legislation materials that concern grants.

    The Environmental Protection Agency Web site provides information on specific funding opportunities as well as application information and forms.

    This information page, prepared by the Congressional Research Service, gives guidance and Internet resources for Federal grant sources and funding sites.

    As a result of the E-Grants Initiative, Grants.gov allows participants to apply and manage grant funds through a common online site. The site affords a multiple search capability on their grants database. Applicants must register on the Web site. This will allow registrants to identify, apply and manage their grant process.

    A helpful Web page providing grants and contracts information. It includes a grants tutorial and electronic application resources.

    This Web page contains an informational map of the United States. Click on a state to find that state's homeland security contact information and the details of the allocation of grant money for that state.

    Assistance in Grant Writing Proposals

    This Web site provides a step-by-step process from identifying the grant proposal to submitting a finished grant proposal.

    The help section of Grants.gov provides users with information about the Grants.gov Web Site and user guides designed to assist in the grant discovery, writing and submitting process.

    This page gives helpful information in writing grants to include information that needs to be included when writing grants offered by Health and Human Services.

    This detailed report provides a description of the grant process from identifying the purpose of the grant to adding the elements essential in writing the grant proposal. The report includes a section listing free grants-writing Web sites in both Spanish and English.

    The Environmental Protection Agency Web page on writing grants is targeted for the beginning grant writer. It details the preliminary work which is instrumental in identifying potential grants and includes a nine point procedure for submitting a successful grant proposal.

    This report provides information on key sources of information on government and private grants for state and community projects. It covers State and Federal grant sources as well as corporate and private funding resources. Also included are several Web sites that identify grants and provide grant writing assistance.
