Wastewater Management Section ~ Local Health Support Program

What we do

  • Develop and administer state rules that local health jurisdictions adopt and implement to regulate and permit small (0-3,500 gallons per day) on-site sewage systems. Wastewater WACs and RCWs.

  • Develop standards and guidance for public domain sewage technologies in Washington State. Recommended Standards & Guidance (RS&Gs).

  • Review and approve/register on-site sewage system (OSS) related products sold in Washington State.

  • Provide assistance to local health jurisdictions regarding on-site wastewater issues:

    • Evaluate Local Health Jurisdictions Rules

    • Biannual West/Eastside OSS Coordinators Meetings

    • Support implementation of Local OSS Management Plans and administer pass through funds to the 12 Puget Sound counties.

    • Promote and develop Training Opportunities

  • Promote on-site sewage system operation, monitoring, and maintenance.

  • Coordinate the Wastewater Technical Advisory Group (TAG) meetings.

How we do it

  • Provide consultative and technical support to local health jurisdictions, on-site sewage system practitioners, the public and other local, state, and federal agencies.

  • Provide educational and outreach materials to homeowners and other interested stakeholders.

Federal funds available to protect and restore Puget Sound

The revised LOSS rule was adopted, and is effective July 1, 2011.

The hold on reclaimed water rule making has been extended by ESHB 1478, which states, "the department of ecology shall adopt rules for reclaimed water use no earlier than June 30, 2013."
