State disciplines health care providers

OLYMPIA ¾ The state Department of Health has taken the following disciplinary actions or has withdrawn the following charges against health care providers. The department regulates the practice of health professions and enforces health and safety laws to protect the public from negligent, incompetent, or illegal health care practices. Consumers who think a health care provider acted unprofessionally are encouraged to file a report.

By calling the Health Professions Quality Assurance Division at the state Department of Health, people can get the disciplinary history, license status, and number of complaints against any credentialed health care professional in the state.

To place a complaint against a health care provider or get disciplinary information about a doctor, dentist, or other provider, call the Health Professions Quality Assurance Division at (360) 236-4701.

Clallam County

In December 2002, the Counselor Programs charged A. Lee Cowan, a marriage and family therapist (LF1496), with unprofessional conduct. Cowan allegedly crossed professional boundaries and engaged in sexual contact with a client.

Clark County

In December 2002, the Nursing Assistant Program charged Tracy L. Hall, a nursing assistant (NA141735), with unprofessional conduct. Hall allegedly took jewelry from a patient and pawned it.

Franklin County

In December 2002, the Dental Commission charged dentist Harry T. Keyes (DE2863) with unprofessional conduct. Keyes allegedly provided treatment to a patient which failed to meet the accepted standard. Following treatment, the patient was hospitalized.

Grays Harbor County

In December 2002, the Nursing Commission charged Romona Holt, a licensed practical nurse (LP34215), with unprofessional conduct. Holt allegedly failed to document administration of controlled substances to patients and diverted the substances. Romona Holt is also known as Romona Marie Godfrey.

Island County

In December 2002, the Nursing Commission charged Sandy G. Spears, a licensed practical nurse (LP35570), with unprofessional conduct. Spears diverted Vicodin by committing prescription fraud. She was convicted of unlawful possession of a legend drug.

King County

In December 2002, the Dental Commission charged dentist Tina Hoang (DE8580) with unprofessional conduct. Hoang allegedly refused to treat a patient who was HIV positive.

In December 2002, the Nursing Assistant Program charged nursing assistant Marriam W. Mburu (NA140406) with unprofessional conduct. Mburu allegedly presented a false health care credential to her employer.

In December 2002, the Nursing Commission charged registered nurse Russell L. Stevens (RN133989) with unprofessional conduct. Stevens allegedly engaged in a pattern of nursing judgment errors.

Okanogan County

In December 2002, the Nursing Assistant Program charged nursing assistant Maria C. Aispuro (NC10059324) with unprofessional conduct. Aispuro allegedly accepted a check from a patient and deposited it into her personal account. Her employer has a facility policy against employees accepting money or gifts from patients.

Pierce County

December 2002, the Nursing Commission charged Susan Duffield, a licensed practical nurse (LP23883), with unprofessional conduct. Duffield allegedly practiced nursing while impaired by controlled substances.

In December 2002, the Nursing Commission placed the license of Raymond D. Miller, a registered nurse (RN124673), on probation for one year. The terms of his probation include paying a $500 fine, submitting a written report and completing an anger management course. Miller was charged with unprofessional conduct for having an inappropriate anger outburst at a patient.

Snohomish County

In December 2002, the Nursing Assistant Program charged Brandy L. Brooks, a nursing assistant (NC10062085), with unprofessional conduct. Allegations against Brooks include taking checks from a patient and forging the checks for over $1,000.

In December 2002, the Nursing Commission charged Debbie L. Dobson, a registered nurse (RN88788), with unprofessional conduct. Dobson allegedly failed to comply with the terms and conditions of a prior order.

In December 2002, the Counselor Programs charged Clinton R. Dreger, a chemical dependency professional and registered counselor (CP808, RC27760), with unprofessional conduct. Dreger allegedly crossed professional boundaries with a client during a counseling relationship.

Spokane County

In December 2002, the Medical Commission amended a statement of charges against Edward P. Gould, a physician and surgeon (MD25044). Gould is being charged with unprofessional conduct for incompetence, negligence or malpractice which results in injury to a patient or which creates an unreasonable risk that a patient may be harmed.

In December 2002, the Nursing Assistant Program charged nursing assistant Kathleen S. Karlin (NA142218) with unprofessional conduct. Karlin allegedly worked under a fraudulent expired nursing assistant certification.

In December 2002, the Pharmacy Board charged pharmacist Gerald N. Mamishian (PH9592) with unprofessional conduct. Mamishian allegedly left the pharmacy where he was the pharmacist on duty without locking or securing the pharmacy and allowed an unlicensed friend to work in the pharmacy.

Note to Editors: Health care providers charged with unprofessional conduct have 20 days to respond to Department of Health in writing. The case then enters the settlement process. If no disciplinary agreement can be reached, the case will go to a hearing.
