State disciplines health care providers

OLYMPIA ¾ The state Department of Health has taken the following disciplinary actions or has withdrawn the following charges against health care providers. The department regulates the practice of health professions and enforces health and safety laws to protect the public from negligent, incompetent, or illegal health care practices. Consumers who think a health care provider acted unprofessionally are encouraged to file a report.

By calling the Health Professions Quality Assurance Division at the state Department of Health, people can get the disciplinary history, license status, and number of complaints against any credentialed health care professional in the state.

To place a complaint against a health care provider or get disciplinary information about a doctor, dentist, or other provider, call the Health Professions Quality Assurance Division at (360) 236-4701.

The state Department of Health is looking for public-spirited people to serve on regulatory boards, commissions, and committees. Chelan County

In January 2003, the Nursing Assistant Program dismissed charges of unprofessional conduct against Donna M. Richey (NC10039321).

Clark County

In January 2003, the Nursing Assistant Program charged Victoria L. McDonald, a certified nursing assistant (NC10058404), with unprofessional conduct. McDonald was allegedly arrested and charged with assault in the fourth degree and convicted of disorderly conduct.

King County

In January 2003, the Nursing Assistant Program dismissed charges of unprofessional conduct against Stacey L. Moffett (NA25236).

Okanogan County

In January 2003, the Health Care Assistant Program placed the certification of Joyce L. Moreno, a health care assistant (HC135043) on probation for three years. Terms and conditions of her probation include submitting reports to the program. Moreno was found to have committed unprofessional conduct based on a conviction of theft in the third degree.

Pierce County

In December 2002, the Counselor Programs granted the application of Trudy A. Bronson for a registration to practice as a counselor (CA5317). Bronson must comply with terms and conditions, including enrolling in a monitoring program, completing courses. Her registration is also restricted. She may not engage in the solo practice as a counselor and must be supervised for five years. Her registered nursing license was revoked in 1986 and has not been reinstated.

In January 2003, the Nursing Assistant Program charged Kirby Russell Christopher, a nursing assistant (NC10052977), with unprofessional conduct. Christopher was allegedly found in possession of cocaine and found guilty of being in physical control of a vehicle while under the influence.

In January 2003, the Counselor Programs charged counselor Melissa R. Fraser (CA5765) with unprofessional conduct. Fraser was allegedly convicted of unlawful use of a building for a drug purpose.

Spokane County

In January 2003, the Nursing Commission charged registered nurse Patricia K. Cunningham (RN140877) with unprofessional conduct. Cunningham pled guilty of aggravated assault and driving under the influence.

In January 2003, the Nursing Assistant Program dismissed charges of unprofessional conduct against Joyce M. Hay (NC100000381).

Walla Walla County

In December 2002, the Nursing Assistant Program denied the application of Daisey C. Castillo for a registration to practice as a nursing assistant (RA25047). She may not reapply for five years. Castillo failed to respond to charges of unprofessional conduct for being convicted of possessing methamphetamine, endangering the welfare of a minor child and theft in the third degree.

Yakima County

In January 2003, the Medical Commission suspended the license of Robert Dickerson Bush, a physician and surgeon (MD20774), for five years. His suspension will be stayed provided he complies with the conditions of probation. The conditions include monitoring of his prescribing practices, continuing medical education and a $5,000 fine. Bush was charged with unprofessional conduct for failing to comply with the terms and conditions of a prior order.

In January 2003, the Nursing Assistant Program charged nursing assistant Cherlanda L. Navarrete (NA135755) with unprofessional conduct. Navarrete allegedly failed to comply with the terms and conditions of a prior order.

Out of State

(Many health care providers hold licenses in more than one state. Department of Health receives information each month from national groups on disciplined health care providers. When another state’s regulatory group takes actions, the equivalent board/commission/program in Washington files unprofessional conduct charges against the provider’s Washington credential.)

Ohio: In January 2003, the Medical Commission reinstated the license of Dorian M. Vidu to practice medicine and surgery in the state of Washington (MD22194). Vidu’s license is subject to probation for ten years. Terms of his probation include obtaining counseling, submitting reports and a compliance plan to the commission. Charges of unprofessional conduct against his license include being convicted of seven felony counts of insurance fraud in his medical practice in Ohio.

Note to Editors: Health care providers charged with unprofessional conduct have 20 days to respond to Department of Health in writing. The case then enters the settlement process. If no disciplinary agreement can be reached, the case will go to a hearing.
