State revokes, suspends licenses, certifications, registrations of health care providers

OLYMPIA ¾ The state Department of Health has revoked or suspended the licenses, certifications, or registrations of the following health care providers. The department regulates the practice of health professions and enforces health and safety laws to protect the public from negligent, incompetent, or illegal health care practices. Consumers who think a health care provider acted unprofessionally are encouraged to file a report.

By calling the Health Professions Quality Assurance Division at the state Department of Health, people can get the disciplinary history, license status, and number of complaints against any credentialed health care professional in the state.

To place a complaint against a health care provider or get disciplinary information about a doctor, dentist, or other provider, call the Health Professions Quality Assurance Division at (360) 236-4701.

The state Department of Health is looking for public-spirited people to serve on regulatory boards, commissions, and committees. Mason Pierce Spokane Walla Walla Out of State

Mason County
In May 2003, the Nursing Commission indefinitely suspended the license of Ilene D. Russell, a licensed practical nurse (LP000121114). Russell failed to comply with the terms and conditions of a prior order. She did not successfully complete a refresher course.

Pierce County
In May 2003, the Nursing Commission suspended the license of Denise Yun, a licensed practical nurse (LP00041755), for two years. Yun failed to respond to charges of unprofessional conduct for being convicted of theft and failing to comply with a monitoring contract.

In May 2003, the Pharmacy Board indefinitely suspended the license of pharmacist James H. Bryan (PH00022134). Bryan was arrested on suspicion of forging prescriptions in order to obtain controlled substances. He agreed to surrender his pharmacist license for at least five years.

In May 2003, the Washington State Department of Health suspended the credential of Steven L. Hawkins, a nursing assistant (NA00046997), for non-compliance with a child support order.

In May 2003, the Pharmacy Board revoked the certification of Richard Russell, a pharmacy technician (VA00017176), for five years. Russell failed to respond to charges of unprofessional conduct for diverting a controlled substance for his own use.

Spokane County
In May 2003, the Pharmacy Board revoked the license of Dai Bong Kang, doing business as Nevada Food Shop (UBI No. 601005926), for 10 years and imposed a $10,000 fine. On several occasions, Kang knowingly sold more than the legal amount of a drug used to make methamphetamine.

In May 2003, the Nursing Assistant Program revoked the registration of Alexee Micken to practice as a nursing assistant (NA00138389) for one year. Micken failed to respond to charges of unprofessional conduct for verbally abusing a patient.

In May 2003, the Washington State Department of Health suspended the credential of Shannon L. Sutherland, a nursing assistant (NC10026678), for non-compliance with a child support order.

Walla Walla County
In May 2003, the Nursing Commission indefinitely suspended the license of William E. Briggs, a registered nurse (RN00102846). Briggs diverted narcotics for his own use and filled unauthorized prescriptions on several occasions.

Out of State
(Many health care providers hold licenses in more than one state. Department of Health receives information each month from national groups on disciplined health care providers. When another state’s regulatory group takes actions, the equivalent board/commission/program in Washington files unprofessional conduct charges against the provider’s Washington credential.)

Idaho: In May 2003, the Nursing Assistant Program revoked the certification of Laura A. Russell, a nursing assistant licensed in Washington (NC10006704), for 10 years. Russell failed to respond to charges of unprofessional conduct for abusing a patient, a vulnerable adult.

Oregon: In May 2003, the Pharmacy Board suspended the license of James E. McConkey, a pharmacy intern licensed in Washington (IR00039072), until he meets certain conditions. These include entering into a monitoring program. Upon completion of the provisions, McConkey’s license will be placed on probation for 10 years. He forged prescriptions and used them to obtain controlled substances for his own use. He was arrested for attempting to use one of the forged prescriptions to obtain controlled substances.
