The Ryan White HIV/AIDS Treatment Modernization Act of 2006 (Ryan White Program) is administered by the federal HIV/AIDS Bureau, Health Resources and Services Administration (HRSA), Department of Health and Human Services. The intent of the program is to improve the quality, availability, and organization of health care and support services for individuals and families with HIV infection. Funding to Washington State is based on cumulative HIV and AIDS cases reported in the State. Washington State utilizes Ryan White Part B (formerly Title II) funds to support provision of treatment (through the Early Intervention Program), payment of insurance premiums (through the Evergreen Health Insurance Program), and a comprehensive continuum of care for individuals with HIV disease and their families (through consortia in each of the six AIDSNET regions). Specific allocations for each consortium are determined by each region and are based on a dollar parity model that is updated yearly. HIV care-related services such as medical case management, oral health care, medical nutrition therapy, mental health services and substance abuse outpatient care may be supported in communities through Ryan White Part B funds. Annually, Ryan White-supported HIV consortia around the state work with their local communities to plan services for People Living with HIV/AIDS (PLWH). Local consortia begin their planning in February/March of each year and complete their planning by early fall. They generally submit planning documents to their AIDSNET Regional Council for approval in November. Approved forms are then forwarded to HIV Client Services by December 1 to support a grant application to the US Department of Health and Human Services. Community planning is based on the assessed needs of low income HIV-positive persons, community priorities, and available resources.
