Eligibility & Application

The Early Intervention Program (EIP) provides services to help eligible persons with HIV get the medications and assistance with insurance premium payments they need to improve and maintain their health.

AIDS Drug Assistance Program (ADAP)

Our Washington State ADAP program is administered through the Early Intervention Program.

 

Eligibility

Early Intervention Program requirements:

  • Be HIV+.
  • Live in Washington State.
  • Have family income at or below 300 percent Federal Poverty Level (FPL). Up to 370 percent FPL if eligible for EIP before 9/1/2002.
  • Have individual resources of $10,000 or less (not counting your home, one automobile per licensed driver and some retirement funds) or $15,000 for family resources.

Clients with income of 100 percent or less than Federal Poverty Level ($903 in 2009 for a single person) might have to apply for Medicaid.

If Medicaid denied you in the past you may not have to apply to Medicaid again. EIP will send Medicaid application information to clients. They may also provide temporary EIP coverage during the Medicaid application period. You can download a Medicaid application by visiting the Washington State Department of Social & Health Services website.

Where We Get Our Funding

The Ryan White HIV/AIDS Extension of 2009 (Ryan White Program) receives administration from:

  • the federal HIV/AIDS Bureau
  • Health Resources and Services
  • Administration (HRSA)
  • Department of Health and Human Services.

The goal of the program is to improve the quality, availability, and organization of health care and support services for individuals and families with HIV infection.  Cumulative HIV and AIDS cases reported here in Washington provide the funding base for Washington State.

Washington State utilizes Ryan White Part B funds to:

  • support provision of treatment (through the Early Intervention Program)
  • payment of insurance premiums (through the Evergreen Health Insurance Program)
  • a comprehensive continuum of care for individuals with HIV disease and their families

Specific allocations for each region are based on a dollar parity model that is updated yearly.

HIV care-related services such as:

  • medical case management
  • oral health care
  • medical nutrition therapy
  • mental health services
  • substance abuse outpatient care

may be supported in communities through Ryan White Part B funds.

Community planning is based on the assessed needs of:

  • low income
  • HIV-positive persons
  • community priorities
  • available resources.
