Recommendations for Health Care Providers (09/22/2006)
The U.S. Centers for Disease Control and Prevention
(CDC) published
Revised Recommendations for HIV Testing of Adults, Adolescents, and
Pregnant Women in Health-Care Settings in the Morbidity and
Mortality Weekly Report (MMWR), September 22, 2006. These
recommendations for health care providers are designed to make
voluntary HIV screening a routine part of medical care for all
patients aged 13 to 64. These recommendations address HIV
screening in health care settings only, and do not apply to
non-clinical settings such as HIV prevention counseling and testing

Guidance for
HIV/AIDS Prevention Case Management and Individual Level HIV
Counseling
This document consists of guidance for the development,
implementation, and management of two separate HIV prevention
interventions:
-
HIV Prevention Case Management (PCM), and;
-
Individual Level HIV Counseling.
Both interventions can be implemented to address the HIV
prevention needs of HIV positive, HIV seronegative, and/or
person of unknown serostatus. Both interventions have similar
features, however, Individual Level HIV Counseling is considered
to be a less intensive intervention, of shorter duration, and
does not require the degree of service coordination that is a
critical feature of PCM. The guidances include:

Definitions of the intervention and comparison with other
interventions;

Guidelines for planning, developing, and managing the
interventions;
-
Protocols for assessing the organizational and community
capacity to provide each intervention;
-
Protocols for assessment of client needs and establishing
client eligibility;
-
Coordination with other HIV prevention programs and care
services programs;
-
Staff qualifications and training requirements;
-
Standards for PCM based on those recommended by the Centers
for Disease Control and Prevention CDC.
This guidance is a product of the Washington State Department of
Health (DOH), but results from the efforts of a workgroup of PCM
providers from throughout Washington State which analyzed CDC
guidance for PCM and provided input to DOH for the development
of these guidance documents.

DOH Maternal and Infant Health, in collaboration with HIV/AIDS
program, Northwest Family Center, University of Washington
School of Medicine, Children’s Hospital and Regional Medical
Center and the Northwest Regional Perinatal Program.

A
new prenatal brochure and a
version for lower reading level patients provides
important information for women who are pregnant or considering
pregnancy.

On
May 8th, 2002, the State Board of Health adopted revised rules
for HIV/AIDS counseling for pregnant women. These new rules were
effective July 6th, 2002 and are designed to reduce barriers to
routine HIV testing of pregnant women, consistent with the
recommendations of the Centers For Disease Control and
Prevention, the Institute of Medicine, the American College of
Obstetricians and Gynecologists and other national and state
