Maternal and Infant Health Provider Information and Resources

Medical Provider and Health Care Professional PublicationsMaternal and Infant Health has several newly revised best practice documents for professionals caring for pregnant women.  This flyer describes these documents and provides links to additional resources, fact sheets, and other information by browsing by topic.

Breastfeeding: Maternal and Infant Health promotes breastfeeding through work with First Steps agencies (Maternity Support Services and Infant Case Management), the Women, Infants, and Children Supplemental Nutrition Program (WIC), Within Reach, and the Breastfeeding Infant Friendly Workplace Promotion.

Regional Perinatal Programs: Maternal and Infant Health manages contracts with four regional perinatal centers in Washington State to coordinate and implement state and regional quality improvements projects to decrease poor pregnancy outcomes for which Medicaid clients are at disproportionately increased risk.

Domestic Violence: Maternal and Infant Health promotes universal screening for domestic violence in each trimester and postpartum.  We offer resources for providers to use in working with patients experiencing domestic violence, including information on screening and a resource fact sheet.  You can view these resources, or call 360-236-3505 for more information.

HIV: Maternal and Infant Health works with the Department of Health HIV Program to reduce perinatal HIV transmission through reduction of HIV infection in women.

Substance Abuse During Pregnancy: Maternal and Infant Health provides prenatal provider substance abuse screening tools so that more women with abuse patterns are identified and engaged in treatment.

Sudden Infant Death Syndrome (SIDS): Maternal and Infant Health works collaboratively with the Washington State SIDS Foundation, Children and Family Health, and Medical Assistance Administration on Back to Sleep education campaigns with high risk populations in Washington State.  For more information on SIDS: http://www.sids.org/ or http://nisa-sids.org; phone 1-800-533-0376

Tobacco: Women who smoke during pregnancy have a higher risk of miscarriage, stillbirth, and low birth weight babies. Sudden Infant Death Syndrome (SIDS) rates are over six times higher for infants whose mothers smoke during pregnancy. Therefore strategies to reduce tobacco use during pregnancy, prevent relapse after giving birth, and decrease and/or eliminate second hand smoke exposure were identified for use with the First Steps (Maternity Support Services/Infant Case Management) population. The First Steps Program provides training to assist providers in assessing, engaging, and educating clients about tobacco usage based upon the motivational interviewing model which is client centered. 

Beginning July 1, 2008, the Department of Social and Health Services medical programs' coverage will expand to include a new smoking cessation benefit for clients.  This new benefit includes free counseling and in some cases free prescription drugs.  For more information see the fact sheet: New DSHS Medical Program Smoking Cessation Benefit

Maternal and Infant Health and Tobacco Prevention and Control Program in collaboration with Department of Social and Health Services, the statewide Perinatal Advisory Committee, and other heath care professionals developed a best practice booklet for prenatal care providers.  Smoking Cessation During Pregnancy: Guidelines for Intervention (PDF, 440)  includes information on using motivational interviewing techniques, tips for dealing with relapse, developing quit plans, expanded pharmacotherapy information, and additional resources.

Maternity Support Services: This is the enhanced services component of the statewide First Steps Program.  The goal of First Steps is to improve pregnancy and parenting outcomes.  Maternity Support Services are available during pregnancy through sixty days post pregnancy.  Services include screening, assessment, intervention, education, counseling, referral, linkage, and advocacy offered by an interdisciplinary team.  Maternal and Infant Health provides technical assistance and training to First Steps providers and in conjunction with Health and Recovery Services Administration at Department of Social and Health Services monitors providers for quality care.

Family Planning: Maternal and Infant Health/Maternity Support Services works collaboratively with Family Planning and Reproductive Health and Health and Recovery Services Administration in the Department of Social and Health Services to provide updates to First Step providers and other health care providers in Washington State.

The University of Washington School of Nursing provides research based training and support to the maternal child health work force in both the private and public sector.  See http://steppingup.washington.edu/ and http://www.ncast.org/

Perinatal Advisory Committee: The Perinatal Advisory Committee is staffed by the Maternal and Infant Health Program and brings together representatives from the four regional perinatal programs, professional organizations, consumer groups, and state agencies to review and assess perinatal health issues.  This group also assists in developing policies and practices to improve perinatal outcomes.

Women, Infants, and Children Supplemental Nutrition Program (WIC): The Women, Infants, and Children Supplemental Nutrition Program serves pregnant women and children up to age five.  Their program is co-located with many First Steps agencies. For more information, call 1-800-841-1410.

Infectious Disease and Reproductive Health: Maternal and Infant Health works closely with the HIV and the Family Planning Reproductive Health Programs within the Office of Infectious Disease Reproductive Health at the Department of Health.  Collaborative activities are focused on reducing HIV and unintended pregnancy, and promoting preconception care. 

Local Health Departments: Maternal and Infant Health Program staff work closely with local health departments to oversee contract activities and provide consultation and technical assistance when needed.

Health and Recovery Services Administration: This administration was formerly known as the Medical Assistance Administration Health and Recovery Services Administration is within the Department of Social and Health Services.  They also administer the First Steps Medicaid Program, including Maternity Support Services and Infant Case management.  The Department of Health Maternal and Infant Health Program assists in administering these programs through an interagency agreement.  Health and Recovery Services Administration supports additional programs in partnership with Maternal and Infant Health, including WithinReach, Tobacco Quit Line, and the Perinatal Regional Programs.
