Drinking Water State Revolving Fund (DWSRF)

Low Interest Loans for Public Water Systems
 

2010 DWSRF Funding Cycle

Recent federal legislation has resulted in significant changes to the DWSRF funding program. We are now required to provide:

  • $7 million in loans for "green" or environmentally beneficial infrastructure projects. The legislation defined green infrastructure projects as those that have water or energy efficiency benefits, or use other innovative means of protecting the environment.
  • $10.5 million for subsidies. This means some of the principal for low-interest loans won't have to be repaid in disadvantaged and economically distressed communities. The subsidies also will be used for water system restructuring projects that involve a change of ownership.

To be fair to all, we are re-opening our application process with a deadline of March 1, 2010. Please note that you must meet the basic DWSRF eligibility requirements detailed in the program guidelines. Those who have already submitted an application don’t need to reapply unless they want to emphasize any green aspects of their project (page 7 of the guidelines). If you decide you want to reapply, you must use the new application form provided below.

Drinking Water State Revolving Fund

The DWSRF is a federal/state partnership program designed to:

  • Provide loans to public water systems for capital improvements aimed at increasing public health protection.

  • Provide a source of funds for other Safe Drinking Water Act activities.

Environmental and Cultural Reviews

Recipients receiving federal funds must comply with the National Environmental Policy Act (NEPA)/State Environmental Review Process (SEPA), Endangered Species Act (ESA), Section 106 of the National Historic Preservation Act (NHPA) (PDF, fact sheet), and other regulations depending on the nature of the project and potential impacts to the environment and cultural resources. If your project has additional funding, you may need to coordinate the reviews with Aleceia Tilley, Environmental Review and Section 106 Lead.
