Activities
Emergency Rulemaking - American Recovery and
Reinvestment Act of 2009
On March 6, 2009 we adopted an emergency amendment to
the Drinking Water State Revolving Fund Program Rule, Chapter 246-296 WAC
(PDF 81 kb). The emergency rule adds the special requirements that apply only to
the American Recovery and Reinvestment Act (ARRA) funding process. The
amendment is effective through July 3, 2009.

Stage 2 Disinfectants and Disinfection Byproducts
Rule
What is the purpose of this rule revision?
We are adopting the Stage 2 Disinfectants and Disinfection Byproducts
Rule as required by the U.S. Environmental Protection Agency (EPA) to
prevent potential cancer, reproductive, and developmental health
effects. The rule requires water systems to reduce peak and average
levels of disinfection byproducts in drinking water supplies.
Formal Comment Period
On June 15, 2009, we will have an informational session and a public
hearing on the proposed rule changes
for Stage 2. The informational session is an opportunity to learn about
the proposed rule changes and ask questions and the public hearing is
your opportunity to provide formal comments.

We will discuss the rule with stakeholders at the
Water Supply Advisory Committee and Washington Water Utility Council
meetings. We will also provide the draft rule for informal and
formal review and comment to all interested parties. If you would

Group B Public Water Systems, chapter 246-291 WAC
The state adopted the Group B public water system rule
in 1994. Over the last 15 years, we learned a lot from our experience in
regulating these very small water systems. Based on this knowledge, we
believe changes are needed to better focus on core public health
protection. Visit our Group B Web Page for

hold until the 2009-2011 final budget is approved.
Drinking Water Laboratory Certification, chapter
246-390 WAC
Proposed Name Change: Drinking Water Laboratory Data
Reporting Rule
Last spring, the Department of Health's Office of
Drinking Water prepared a draft rule for reporting laboratory data for
public drinking water system monitoring compliance analyses. A revised
version of this rule has been prepared based on comments received from
labs and public water systems over the past year.

Federal Groundwater Rule
U.S. Environmental Protection Agency adopted the
Groundwater Rule on November 8, 2006. The rule increases public health
protection by reducing the risk of viruses and bacteria in drinking
water wells. This rule revision will apply to all Group A community and
non-community water systems that serve groundwater. For more
