What was the School Environmental Health and Safety RDC (SRDC)? 

The School Rule Development Committee (SRDC) was formed in November 2004 to advise DOH and the State Board of Health (SBOH) on proposed revisions to WAC 246-366. This Web page highlights the work to revise the SBOH Rules and Regulations for Primary and Secondary Schools (Chapter 246-366 WAC).  These regulations govern environmental health and safety for Kindergarten through 12th Grade  schools in Washington state.

What were the goals of the School RDC?
The goal of this rule revision process has been to develop revised and updated rules that:

  • Proactively protect children’s health

  • Are based on the best available science
  • Ensure accountability between school districts, local health jurisdictions and their communities
  • Support and promote current school health and safety programs that work
  • Have the least burdensome regulatory structure
  • Are compatible and consistent with existing related regulations (such as building codes)
  • Are realistic about resource limitations of schools and local health jurisdictions

Who was on the SRDC?  

     Members of the School-RDC represented a wide range of interests including:

 
  • Local Health Jurisdictions / Environmental Health Directors (Eastern and Western Washington)

  • Local Health Jurisdictions / School Program Managers (Eastern and Western Washington)

  • Washington State School Directors’ Association  (WSSDA)

  • Washington Association of School Business Officials  (WASBO)

  • Washington Association of School Administrators  (WASA)

  • Washington Association of Maintenance and Operations Administrators  (WAMOA)

  • Washington Federation of Independent Schools (WFIS)

  • Office of the Superintendent of Public Instruction  (OSPI)

  • Washington Education Association (WEA) 

  • Washington State Parent Teachers Association (WSPTA)

  • School Nurses of Washington (SNOW)

  • Parent (with a child in school)

  • Student

  • Council for Educational Facilities Planners International-NW (CEFPI-NW)

  • University of Washington, Office of Environmental Health and Safety

Technical Workgroups  

Three technical workgroups were formed to develop recommendations for the SRDC:

 The parameters for the workgroups were as follows:

  1. Technical Workgroups formed to support the work of the SRDC operated under the
    SRDC Working Agreement in Word 41 kb or pdf 57 kb

  2. Formation of Technical Workgroups provided for including persons with technical expertise and experience to assist with clearly articulating the issues and formulating options in response to them.

  3. To maximize the effectiveness of the Technical Workgroups, membership represented the range of perspectives and points-of-view, including the appropriate technical expertise, and was limited in size (10 – 12 persons).

  4. Technical Workgroup meetings were open, public meetings. Persons with interest in the topics addressed by the workgroups were encouraged to attend and participate in the discussions.
