This webpage was designed to develop rules using a specific internet-based process.  There are many ways to develop rules, and this process represents one approach.  This process is not used for all Health Professions and Facilities rules projects.  This webpage does not contain information on all current rule projects.  If you want to view all current rules projects for the department of health (DOH), click on the following link: DOH Rules

Rule Drafting and Revising Process:

Step 1 - Proposals

When the department determines that a rule needs to be revised or created, stakeholders will be notified.  Revised or new rule language will be drafted for public consideration.  The department will then announce a proposal period.  Interested parties will be asked to review the draft rule language and submit proposals (public proposal form) on how the language may be improved. 

The department will review the proposals and then create a "Report on Proposals" (ROP).  This report lists all proposals made by interested parties along with department responses. The department will update the draft rules, incorporating the various proposal options.  If necessary, a public meeting will be scheduled to discuss rule proposal issues.

Step 2 - Comments

Once the Report on Proposals (ROP) and updated draft rules are made available, the department will announce a comment period.  Interested parties will be asked to submit comments (public comment form) indicating which proposals they support.

The department will review the comments and then create a Report on Comments (ROC).  This report lists all comments made by interested parties along with department responses.  Based on the ROC, the draft rules will be further refined.

The purpose of the Report on Proposals and Report on Comments is to document the public's recommendations to the department for an existing or new rule.  The department will consider all recommendations in the ROP and ROC in the drafting of the proposed rule.
