The interpretation process is used when a regulation (WAC) or code (IBC) or standard (NFPA) is unclear of its intent. Once an interpretation has been made, it applies to all licensed facilities.

The interpretations of the Building Codes and Standards are the official position of the Department of Health. Facilities regulated by the Department of Health are often regulated by multiple jurisdictions. In cases where there are two different interpretations between jurisdictions for these codes, the most stringent interpretation shall apply.
