This guide is intended to provide administrators, architects, engineers, and planners with information on the construction review project approval process for health and residential care facilities. The procedures described are applicable for all construction projects, including new buildings, alterations, additions, and conversions of existing buildings.

Close attention to the information in this guide will facilitate the review process. Suggestions for improvement of this guide and website are welcomed.  Please take a quick moment to complete our survey and provide input.  

Construction drawings and specifications are required to be submitted for review and approval for construction in the facility types listed on the home page. Department of Health (DOH) approval must be given prior to the use of the area of construction or as noted in the governing regulations.

Construction Review Services (CRS) consists of a multi-disciplinary staff including an architect, public health advisor, mechanical/electrical plans reviewer, and a fire and life safety reviewer. Because of the complexity of some projects, specialty consultants in radiation protection, nuclear medicine, infection control, and pharmacology are also used in the review of health facility projects.   

The review performed by CRS is required for licensing. Facilities must also submit construction documents to the local building departments for review and approval before construction and occupancy. If the local building official does not review the electrical then a separate evaluation for state electrical requirements (WAC 296-46B) is required by a separate submission to the Department of Labor and Industries. Submission for the separate review of the electrical plans should be coordinated with the local jurisdiction.

    • Provide professional consultation to project sponsors and/or design teams in the design and construction of care facilities.
    • Provide professional consultation to project sponsors in alternative methods or materials of construction.
    • Provide specialized knowledge to design professionals for healthcare facilities.
    • Increased awareness to our customers the expertise gained through multiple reviews of similar projects.
