Submission Process Outline
- Fill out an application for
construction review.
- Attach the appropriate fee with the
application.
- Attend a Preliminary and/or Design Development conference
with the CRS staff in Olympia. Although conferences are optional they
are highly recommended for complex projects.
- Incorporate the comments made at the conference into your
construction documents, and provide a written description of how each
comment was resolved.
- Submit 2 copies of the construction documents and one copy of any
specifications or project manuals with the construction document
submittal.
- A detailed list of review comments (if needed) will be generated and
sent to the administrator, facility contact and consultant by email or mail.
Copies will be sent to the local building official, the licensing
authority, and the Office of the State Fire Marshal.
- Respond in writing to the comments and incorporate any design
changes into the construction documents.
- Resubmit 2 sets of the revised construction documents and the written responses.
- If the responses are adequate, and no additional review comments are
generated, then an approval will be sent to the administrator with a project
completion card.
- When the project is complete, fill out the project completion pink card
and drop it in the mail. Once the card is received and we have received
a reduced floor plan and a copy of the Certificate of Occupancy the construction
review services portion of the project is complete.
Project Identification
In the first correspondence or submission, establish a title or project
title for each project and/or phase. CRS will assign a project number upon
receipt of the first submittal. The project title and project number will
be used throughout the review of the project.
Project submittals received
with the project number and descriptions clearly identified are processed
more quickly and efficiently.
Number of Copies Required
Submit two (2) copies of construction
documents throughout the duration of the review process.
Exception: Only one (1) copy of the project specifications is
required.
This facilitates the review process and allows for a stamped
approved copy to be returned to the facility while CRS also retains a copy
after the entire project has been approved.
Project Documentation, Submissions
The specific legal requirements for submissions are contained in the
licensing regulations. The information outlined in this guide suggests
procedures, which, from experience, will produce the most beneficial
results.
Minor corrections, revisions, or modifications made to drawings and
specifications in response to review comments shall be incorporated at the
time of the next submission. If the sponsor has questions about
specific items, or is uncertain whether a proposed correction satisfies
the review comment, CRS staff may be contacted by telephone, fax or email
to assist. The sponsor shall submit a detailed reply with the next
submission, progressing to the next resubmission showing
corrections as requested in the plan review letter. All submissions shall
be complete, containing all material relative to the project at that given
point in time or progress. Incomplete, fragmented, and overlapping
submissions shall be returned without review. A transmittal listing and
explaining the items being submitted should accompany each submittal.
Faxed submissions are acceptable only if they
constitute a complete submittal. When complete submissions are faxed, do
not forward duplicates through the mail. Duplicate
submissions will increase review process time.
All submissions (except for Shop Submittals) to CRS should
be made through the project sponsor, and not by equipment
suppliers, contractors, or other individuals.
Review Process
- A formal written review report letter will be sent to the project
sponsor, with a copy to the architect, and/or applicable system
contractor, the local building official and the licensing
administrations. Comments preceding a WAC citation or adopted codes
are requirements. Comments without a WAC are recommendations,
suggested solutions, questions, explanations, etc. The project sponsor
must submit an item-by-item response to the CRS review report letter
along with corrected documents.
- Before submitting further documents for review, the
project sponsor should wait until receipt of the CRS plan review
comments, then make the appropriate additions or corrections to the
documents.
- Final approval of the construction documents for licensing is given
by CRS when all review items have been accepted and all changes or
corrections have been incorporated into the construction documents.
Conferences
Conferences to facilitate and expedite the review process are
encouraged. Conferences are also provided at no extra cost. Following are
the types of conferences found to be helpful in facilitating the review.
Project sponsors have the responsibility for initiating conferences and
should send representatives with the appropriate authority for
facilitating changes. Some projects may benefit from all of the
conferences listed, while others may require none at all. The project
sponsor will submit a completed application form and pay the required fee
at, or prior, to the conference.
NOTE: Conferences will not begin until a completed Application
for Construction Review/Consultation and fee are received and
processed.
Preliminary Plan Review Conference
A preliminary plan review conference is recommended prior to development
of documents for formal submission. This type of conference is
particularly encouraged for an administrator and architectural design
team that have not recently been involved in a health or residential
care facility construction project in Washington State. Preliminary Plan
Review conferences may also be helpful to provide an understanding of:
- Completed CRS application.
- Appropriate review fee.
- A Functional Program describing the services to be provided.
- Basic design concepts prior to further development.
- Requirements of a program for design.
- Interpretation of the applicable rules and regulations.
Preliminary plan review conferences regarding mechanical systems,
special considerations or particular phases of design often assist in a
better understanding of regulation interpretation and/or application. Design Development Review
Conference
A design development review conference is often useful when this
stage of submission is nearing completion. This enables CRS staff to see
if the material is sufficiently complete to permit a comprehensive
review. The project sponsor and architect may then incorporate any
additional information required prior to formal submission of the
construction documents.
When the construction documents are 90% complete, a
conference can be scheduled to discuss the finishing touches that need
to be made to the drawings before submitting the project for formal
review.
Post-Review Conference
A post-review conference may be requested by the project sponsor and
architect following receipt and analysis of a CRS plan review letter.
This may provide assistance in clarifying the intent of a requirement or
identifying how or why corrections should be made.
