Program Overview
The Health Systems Resources (HSR) Program was
created to give financial and technical
help to communities in order to reach the goals of the program,
which are:
- To promote affordable access to health care
services to residents in rural areas of Washington
State; and
- To assure the availability of health care
providers to residents of rural areas and to urban
underserved populations.
This grant program is funded by state funds approved
by the legislature every two
years. People who are interested should submit
a
letter of interest. A committee will review the
letters and invite chosen projects to submit
applications. The application review committee will then
review the applications, making final
recommendations to the program for grant awards.
The program is described in our
administrative rules. HSR grants are available
to any for-profit, not-for-profit, or governmental
entity that is:
a. Acting on behalf of the population in a
rural catchment area; and/or
b. Acting on behalf of an urban underserved area
(for recruitment and retention activities only).
The majority of basic health services addressed by
the project must be provided to people living in
Washington State.
Projects that are focused on assuring the
availability of health care providers (recruitment
and retention activities) require a 50% match and
must serve places where:
a. Problems with recruitment and retention of
providers have been chronic; or
b. The community is in need of primary care
practitioners; or,
c. The community has unmet health care needs for
specific target populations.

Grant Cycle Timing
The current cycle has already begun. We are no
longer accepting applications for this cycle.
The next cycle is planned for July 1, 2011 through
June 30, 2013. We will post a notice on this
website during the fall of 2010. We will also
notify interested parties through our various email
lists.

Definition of rural: A rural area is a non-urbanized
area. An urbanized area is an area defined and
described as an urbanized or urban area by the
United States Bureau of the
Census. The urbanized areas in Washington are
currently: Bellingham,
Mount Vernon-Sedro Woolley, Everett-Marysville,
Seattle, Bremerton, Tacoma, Olympia-Lacey, Longview,
Vancouver-Portland, Yakima, Wenatchee-East
Wenatchee, Kennewick-Pasco-Richland,
Clarkston-Lewiston, and Spokane. This
map outlines those
areas. Anything outside of the red boundaries
is considered rural for purposes of HSR grant
eligibility.
