Approved by: ______________ Purpose: This
policy establishes the conditions under which part-time employment will be
available and the terms of employment that will govern part-time employment. Philosophy: The
Health's first obligation is to ensure the delivery of public health
services in an effective and efficient manner.
The Department will endeavor to accommodate employees' desires for
part-time employment, if an analysis of the assigned tasks by management
clearly demonstrates that the District will not be negatively impacted.
Special circumstances, including people with disabilities, situations
covered by the Family and Medical Leave Act or special funding arrangements
(grants or contracts) may supersede this policy.
Terms of Collective Bargaining Agreements may also supersede aspects
of this policy. Definitions: 1.
Administrative Approval - Approval by the Health Officer or Deputy
Administrator. 2.
Regular Position - A position established by the Board of Health with
the expectation of continuation. 3.
Temporary Position - A position with short duration (usually less
than six months) created to meet transient needs of the Department. 4.
Pro rata Basis - Same proportion of benefit as full-time employment. Policy: Changes
in the workforce are increasing the importance of part-time employment as a
strategy for attracting and retaining quality employees.
While recognizing the opportunities presented through part-time
employment, the Department also must consider increased costs associated
with additional employees. When evaluating part-time employment situations,
consideration will be given to use of physical resources, including: space,
workstation, vehicles, telephones (and related systems, e.g. voice mail),
computers and other equipment. Consideration
will also be given to the impact on fixed resources, such as the
supervisor's time and/or administrative resources.
Of primary importance will be the impact of the part-time employment
on the work and work unit. In
general, part-time employment will be viable in situations where the work
units are discrete and predictable (standardized).
Lastly, the Department desires to be flexible in evaluating
individual requests, but it must also ensure equitable and consistent
treatment of all employees and requests. Procedure: 1.
The Board must approve all new regular part-time positions.
Part-time positions created by splitting of an existing position will
require administrative approval. Positions
may be created in the following FTE increments: .50 FTE, .60 FTE, .75 FTE,
.80 FTE and .90 FTE. All
benefits (including pay) will be on a pro rata basis. Policies developed and included in the WSNA Agreement
(Sections 09.010 and 14.030) will be followed. 2.
Staff desiring part-time employment should submit a written request
to his/her supervisor. 3.
The supervisor will evaluate the request with respect to this policy
and the duties performed by the employee.
If the supervisor approves of the request, he/she will forward the
request through the Division Director for approval by Administration.
If the request is denied, a written denial will be returned to the
employee stating the reasons for the denial. 4.
Administration will approve or deny the request in accordance with
this policy and notify all parties involved in writing. |
