Evergreen Quake 2012 Exercise Series
Washington
State Department of Health is participating in the Evergreen Quake 2012
Exercise Series, which is being sponsored by FEMA. The exercise series
contains four exercises from June to August. Washington State Department
of Health will be participating in two of the exercises that are both
scheduled for June 2012.
The Evergreen Quake Exercise 2012 is a series of three exercises
intended to test the response and recovery capability of local, state,
federal, tribal governments, and private sector entities located within
the eight-county Puget Sound metro area.

Exercise Focus:

Emergency Operations Center (EOC)
Coordination:
The Washington State Department of Health (DOH) will be activating
the DOH EOC and leading the Emergency Support Function 8 Public
Health and Medical Services efforts at the State EOC. DOH will
coordinate all activities to support the response to the earthquakes
through the EOC system to provide support to local, state and
federal efforts including public information.

Resource Request Management:
DOH will work to fulfill resource requests for Health and Medical
sector that come through the State EOC. Federal support will be
engaged anytime DOH is unable to meet the resource request with
state or local assets (mutual aid). Significant focus will be put on
the logistical support needed in the medical services arena of the
response including requesting of the Strategic National Stockpile
and other federal medical surge assets.

Regional Partners:
DOH will be testing coordination efforts with the State EOC to
request support from regional partners such as Oregon and British
Columbia using the Emergency Management Assistance Compact (EMAC)
and/or the Pacific Northwest Emergency Management Arrangement (PNEMA).

Federal Medical Station (FMS):
As part of medical surge response, Pierce County Emergency
Management and the City of Puyallup will be setting up and operating
an alternate care facility. A FMS training package will be delivered
by the US Health and Human Services (HHS). Setup and operation will
be done by the Pierce County Medical Reserve Corps (MRC) Volunteers
and other MRC Volunteers from Washington and Oregon. Tour and
observer opportunities are available. Registration is required
to participate in a tour or as an observer. If you have questions

Tours: Will be guided, last about
an hour, and will briefly view all aspects of the Alternate Care
Facility.

Observers: Can either participate
for a half or a full day, and will be expected to give feedback
and suggestions for improvements and best practices.

Receipt, Stage, and Store (RSS):
The RSS Task Force will be deployed to receive, stage, store, and
further distribute emergency medical resources within the defined
affected area. Air assets will be used for the first time to
distribute emergency medical resources. No tours or observer
opportunities are available for the RSS.
