Breast & Cervical Cancer Treatment Program Uninsured Washington women found to have breast or cervical cancer are assured of the medical treatments they need, thanks to a law passed by the 2001 Legislature and signed by Governor Gary Locke. Beginning July 1, 2001, women receive full-scope Medicaid coverage if they:
The law creates an extraordinary partnership in which two state agencies – the Department of Health (DOH) and the Department of Social and Health Services (DSHS) – work with a private cancer-fighting foundation to make sure both the detection program and medical coverage are available to low-income women who lack health insurance The Washington Breast and Cervical Health Program had its roots in a 2000 federal law that established the new coverage group for participating states. The Washington state law, 2SHB 1058, was passed by the Washington Legislature and allowed the state to take advantage of the federal law. The program was supported by a $400,000 donation to the state by the Puget Sound chapter of the Susan G. Komen Breast Cancer Foundation, which supports research and education efforts involved in women’s cancers. The private funds from the foundation combine with the state to match federal funds so that Medicaid can afford to cover medical treatment when cancers are found. The screening is conducted by DOH’s Washington Breast and Cervical Health Program (WBCHP), funded by the state and the federal National Breast And Cervical Cancer Early Detection Program. The actual medical coverage, when necessary, will be provided under the Medicaid program operated by the DSHS Medical Assistance Administration. Both agencies stress that access to the Medicaid program can only be obtained through DOH’s Washington Breast and Cervical Health Program. Only women who have been diagnosed by the WBCHP and who require treatment will be eligible for Medicaid coverage under the law.
