Emergency Rules - Please read before applying for licensure

Effective February 20, 2025, there are emergency rules affecting licensing requirements. If you are applying after February 20, 2025, please review the emergency rules (PDF) to see how you may be affected.

Please note, our online application does not reflect the emergency rule changes. Though you may still apply online, you will need to complete an updated paper application for the portions that have changed. Our credentialing staff will reach out to you after completing intake of your online application and indicate which parts of the updated paper application you need to complete for the new changes.

  • a temporary practice permit
  • a full license issued by Washington state (for any reason, any length of time, etc.)
  • be an active participant of PSYPACT

The temporary permit has no fee, allows up to 90 calendar (not consecutive) days of psychological services, including telepsychology. You may apply online for a temporary permit.

Telehealth is allowed under the Washington state psychologist license. Review the telepsychology guidelines for further information.

Psychology Interjurisdictional Compact (PSYPACT) Commission

PSYPACT – The 2022 legislative session passed SHB 1286 which allowed Washington to join PSYPACT. PSYPACT is an interstate psychology compact that allows qualified psychologists from participating states to provide telehealth services and temporary in-person services to residents of other participating states. More information is available on PSYPACT website.

Notice of PSYPACT Proposed Rulemaking:

The Psychology Interjurisdictional Compact (PSYPACT) Commission has published proposed rules for consideration and comment. The proposed rules are on PSYPACT's website.

The proposed rules are being considered to:

  • Add a residency definition as specified in the PSYPACT Legislation (Article IV B 2 j and Article V B 2 j).
  • Provide a better understanding of the grounds on which an authorization application can be denied, or a previously issued authorization can be revoked, by providing clear grounds for denying or revoking a PSYPACT authorization.
  • Expand the appeals process to cover denials and revocations separately for clarity.
  • Revise the numbering of the entire rule to align the new additions better.

These proposed rules are open for a 60-day public comment period for stakeholders interested in providing comments. Written comments may be submitted to the PSYPACT Commission via the PSYPACT website. The deadline for submitting written comments is October 3, 2025.
