HIV Client Services

HIV Client Services provides programs to help eligible persons with HIV get the medical and supportive care services they need to improve and maintain their health.

Ryan White Part B Program

HIV Client Services receives funding from the Ryan White HIV/AIDS Treatment Modernization Act of 2006 (Ryan White Program) , administered by the federal HIV/AIDS Bureau of the Health Resources and ServicesAdministration (HRSA) in the U.S. Department of Health and Human Services.

The goal of the program is to improve the quality, availability, and organization of health care and support services for individuals and families with HIV infection.  Cumulative HIV and AIDS cases reported here in Washington provide the funding base for Washington State.

Washington State utilizes Ryan White Part B funds to:

  • support provision of treatment (through the Early Intervention Program)
  • payment of insurance premiums (through the Evergreen Health Insurance Program)
  • a comprehensive continuum of care for individuals with HIV disease and their families.
 Specific allocations for each region are based on a dollar parity model that is updated yearly.

HIV care-related services such as:

  • medical case management
  • oral health care
  • medical nutrition therapy
  • mental health services
  • substance abuse outpatient care
may be supported in communities through Ryan White Part B funds.

Community planning is based on the assessed needs of:

  • low income
  • HIV-positive persons
  • community priorities
  • available resources.

Early Intervention Program

The Early Intervention Program provides services to help eligible persons with HIV get the health care they need to improve and maintain their health. 

All Clients will be required to have insurance beginning July 1, 2010.

 

Prescription Medication Coverage

We maintain a formulary to treat the early stages of HIV and many related conditions.  For clients with insurance, we pay co-pay costs for medications on our formulary.

Is there a cost for EIP services?

Some clients will be required to pay a monthly cost share to their pharmacy. This amount is based on insurance status and income level at this time.

Spenddowns

EIP can no longer pay spenddowns that begin on or after April 1, 2009.  However, we can pay for HIV-related drugs.  Clients can use our payments to help meet their spenddown. Clients can take the EIP Prescription Spenddown Receipt (153 KB) with them to the pharmacy.  Instructions are on the form.

Dental Services

Clients must go to Early Intervention Program (EIP) contracted Dental Providers (41KB) for Early Intervention Program (EIP) covered Schedule of Covered Services.

Medical & Mental Health Care

We pay for limited HIV-related provider visits and tests.  Clients must go to EIP Contracted Medical Providers and EIP Contracted Mental Health Providers (43KB) and labs that contract with us.  For clients with insurance, we cover only up to $1000 for deductibles and costs during pre-existing condition periods for services on our Schedule of covered services.

Insurance Premium Payment Assistance

We help eligible clients get medical insurance and pay the premiums.  Individuals must first enroll into the Early Intervention Program (EIP) and then also submit an application to Evergreen Health Insurance Program (EHIP) which can be found at www.ehip.org (you will leave this website).

Early Intervention Program requirements  (Eligibility)

  • Be HIV+.
  • Live in Washington State.
  • Have family income at or below 300 percent Federal Poverty Level (FPL). Up to 370 percent FPL if eligible for EIP before 9/1/2002.
  • Have individual resources of $10,000 or less (not counting your home, one automobile per licensed driver and some retirement funds) or $15,000 for family resources.

Clients with income of 100 percent or less than Federal Poverty Level ($903 in 2010 for asingle person) will have to apply for Medicaid.  Clients who have previously been denied Medicaid may not be required to apply with Medicaid again.  EIP will send Medicaid application information to clients and provide temporary EIP coverage during the Medicaid application period.  You can download a Medicaid application by visiting their website.
