Drinking Water
State Revolving Fund Program

Low Interest Loans for Public Water Systems

The Drinking Water State Revolving Fund (DWSRF) program (PDF 138KB) provides loans to community and nonprofit noncommunity water systems for capital improvements that increase public health protection and compliance with drinking water regulations. The basic interest rate is 1.5%. The DWSRF program is jointly managed by the Washington State Department of Health  and Public Works Board, in partnership with the Department of Community, Trade and Economic Development, in accordance with chapter 246-296 WAC (Code Reviser Web Site).

The Washington State Department of Health and the Washington State Public Works Board prepared and posted the “Drinking Water State Revolving Fund (DWSRF) Intended Use Plan For Eleventh and Twelfth Year Federal Capitalization Grant” (PDF 82 KB) late last year for public comment. The purpose of the DWSRF federal/state partnership program is to:

  • provide loans to public water systems for capital improvements aimed at increasing public health protection.

  • provide a source of funds for other Safe Drinking Water Act activities.

Applicants will be required to meet water system plan submittal and approval deadlines in order to remain eligible for funding. Contact your regional office for more information.

Security projects

Funding from the DWSRF program may be available for certain types of security projects that improve infrastructure and support the water system's ability to protect public health and meet requirements of the Safe Drinking Water Act.  Page 9 of  the Drinking Water State Revolving Fund 2006 Funding Cycle Application Guidelines (above) provides more information.

Arsenic

Arsenic treatment projects are considered high priority for DWSRF consideration.  Many water systems exceeding the arsenic standard, especially small systems, will need to decide on the most appropriate treatment.   See the 2003 special edition of the Water Tap (PDF 163 KB) and arsenic fact sheet for more information.
